Ice?

I've heard that Dinosaur never freezes due to being in between two dams with massive water level fluctuations. Is this true? Also, can the launch be accessed all year or does the park get closed until a certain time? I went there last year mid April and everything was open and good to go, but this year I have a new boat that I'm desperate to get in the water and try out as early as possible! Any insight would be appreciated. Here is a nice picture from a run there last year. Parked at the black gravel beach by the waterfall.
